Cannot delete Purchase Order history

I have a client on 6.5 SP2 with P.O.'s dating back to 1999. We have set the retention to 60 periods in PO Setup. When we launch Delete P.O. detail the correct period appears. The process finishes after a few seconds and no orders have been deleted. Any ideas?
