What makes the Export/Import button go dim in SmartLists?

I was working with a client on SmartLists and for every SmartList the Export/Import button was dim. When I go to the same SmartLists on my server the Export/Import button is never dim. It does appear that is never dim for 'sa' which leads me to believe it is a security issue. I tried adding tasks and roles to this user but the button is always dim. How do you assign security so this button lights up?

Always there for me but never there for thee.

Try by assigning the user with IT OPERATIONS MANAGER* role.
