Interstore transfers with HQ

We create transfers at a receiving store and are trying to use HQ to propagate the transfer to the sending store.  However, the transfer reaches HQ but then fails to reach the sending store.  "Automatically receive/issue" is set in HQ configuration.  What could be going wrong, please?
