Accounts disappearing when transitioning from requisition to purchase order

We are upgrading from GP 2013 to GP 2016.  In doing so we are also migrating from Business Portal to Workflow.  The process of requisition approval is working. When we click purchase to make the requisition into a po we get a Site ID warning but the PO gets created and everything but the account comes over.  The account still shows on the requisition but it has to be manually added then to the new PO.  I am trying to figure out what I've missed in the setup that will fix this.
