SL 6.5 links to FRx sysadmin vs user login

In SL 6.5 after mapping FRx in the delta.mnu file, why will logging in as the sysadmin allow you to see FRx Desktop and FRx Reporting links - Designer, Drilldown Viewer & Report Launcher - and launch from these links while you cannot even see the 3 links for Desktop and Reporting when logging in as the user.  Is there a rights issue?  Does something need to be setup in FRx?
