Issues with copying other permission sets to another

Hey,

So I am having issues when copying/importing another permission set to a current set and the toggle to update permission set it on.  I edit the XML file I exported from one set, rename everything in the exported file to what the set is named that I want to export to, and this only works like 15% of the time when uploading.  Is there something I am doing wrong or missing a step?

    Could there be a hidden return character at the end of the file?  I have seen this mess up imports of a file.
