Business Central - powerApp/Flow Licence Included ?

I am a little bit confused with the Licencing of business Central.

I read the Licencing Guide ( April 2020 ) , and I would like to share with you my understanding of this part :

I understand that the team member licence ( Dynamics 365 Applicaton column) do not include the right to use Custom Application , but allow standard Premium connectors.

I thought that Power App, is only for creating Custom App, based on the Business Central Connectors. Is there Power APP for Business Central out of the box ?

So , if a Team Member can't Run a Custom App, Power App is not included at all for this licence….

Team Member can "Customize licensed Dynamics 365 application, but cannot run it ?

I understand that Business Essential or Premium ( ( Dynamics 365 Enterprise Applicaton column) are allowed to use, customize PowerApp application without any restriction.

A little bit confused...

So At the end, I would like to know if in a Team Member Licence , can use a Power App application , using Business Central connectors ?

And which Licence do I need to create this Power App application ?

Same for Power Automate, Team member can trigger , use or create flow ?
