I can't create segments--contacts entity not available/doesn't appear. Anyone know why this is happening? Proposed solution on similar thread did not work (selecting "change tracking" on entity's general tab).

All users can't select entities in the segment?
Have you go to settings > Dataset configuration to check entities you need?
And you need to wait a while after publishing checking:
Then try to clear cache of the browser to test again.
If it doesn't work, you can try to update current marketing version:
