How to send data to webhook for httpquerystring as authentication

How to send data to webhook that uses httpquerystring as authentication dynamically. I've written a web api in local to take name as the one of the input parameter in the URI and return Hello Appended to the name. so how can i pass the key values dynamically to the webhook.
