If no cost is currently listed for that supplier it pulls the cost of another supplier instead of leaving at 0.00. Is this a setting that I just cant locate?

You can locate this setting on "Item Card", as you will see the "Last Purchase Cost", as it is updated with the last cost whether from which vendor.

Is that happening for all Items or Specific one?
Did you defined special purchase Pricing?
I don't think that would be the case, it might be getting the values from the Item Card, It will retrieve the value from other vendor unless you have made a customization that could cause the issue.
