GP 2016 R2 PO Total Workflow Condition

Hi There, 

 Our client wants to control PO totals versus PO Subtotals. Right now I don't see a field in 2016 R2 that populates in the PO Work fields with this value. Has anyone else ran into this and is it fixed in 2018?

    No, it's the same in GP2018 - is it possible to have them add the additional fees to a line item in the PO?  Generally that is the workaround I see.
