I guess it will depend on how deep you want to go ....
You can do a lot of "development" using configuration / customization. Meaning you can create entities, forms, workflows, business rules (etc etc), with no coding skills. You can actually do quite a lot of development using just these "out of the box" style features.
Beyond that you would need JavaScript skills to add code on forms.
You can also extend the system with plug-ins and custom workflow activities. This is more advanced development and you'd need .net skills.
