You need to have a developer's license for that.
If you are a partner with a correct competency, you are granted Developers license for the conditions of fulfilling the competency requirements.
If you are not having those, you can always buy a new developer's license:
Yes sure, if you are a Microsoft Partner, you can buy the developer license easily.
