The controller would like to be able to verify the dates users are inactivated in the system so they were going to do a SQL query on SY01400. However, the DateInactivated field is not changing when the user is inactivated.
They are on GP 2015 R2 so I would expect it to work at this point.

I can confirm that it doesn't work both in GP2013R2 & GP2015R2... I've opened a ticket in Connect to report the issue. You can vote for it here : connect.microsoft.com/.../2517060
I also get the same results as you do. You could use the modify date if needed.
Don't have an answer for you but I tested this on GP 2015 R2 and am getting the same results where it does not update if the user is inactivated.
