Experience with the Delegated Admin entitlement type?

Hi everyone,

We've tried posting this on Viva Engage, but no one has gotten back to us. Hopefully, we'll be more successful here.

We're currently evaluating the Delegated Admin entitlement type for one of our Dynamics 365 Business Central applications distributed through Microsoft Marketplace and would like to hear about other partners' experiences.

Our goal is to enable delegated partner users (Admin Agents / Helpdesk Agents) to access the application when supporting customer environments.

For testing purposes, we added the following delegated entitlements to our extension:

entitlement "ONP Delegated Admin agent - Partner" { Type = Role; RoleType = Delegated; Id = '00000000-0000-0000-0000-000000000007'; ObjectEntitlements = "Auto GLE Appl. ONP"; } entitlement "ONP Delegated Helpdesk agent - Partner" { Type = Role; RoleType = Delegated; Id = '00000000-0000-0000-0000-000000000008'; ObjectEntitlements = "Auto GLE Appl. ONP"; }

The extension published successfully, but during our testing the expected license/entitlement was not activated for delegated administrators.

We're trying to understand whether:

  • there are additional Marketplace or licensing prerequisites that must be met,
  • delegated permissions only work in specific scenarios,
  • or whether we're misunderstanding how this entitlement type is intended to work.

Has anyone successfully implemented delegated entitlements in a Marketplace-published Business Central application?

If so, we'd appreciate any guidance on:

  1. The required setup steps.
  2. Any known limitations or caveats.

Thanks in advance!

Your phrasing looks good to me. I think there are two main things to keep in mind: first, is the test user actually a delegated admin? Second, the permission set below must belong to your app.

    Thanks.

    Hello Barbora Golasowska,

Your AL syntax is correct, but the likely issue is the delegated role you are testing with. The GUIDs you added cover only Delegated Global Administrator (...0007) and Delegated Helpdesk Administrator (...0008). If your partner user accesses the customer through GDAP using the recommended Dynamics 365 Business Central Administrator role, you also need Id = '00000000-0000-0000-0000-000000000010'; for Dynamics 365 Administrator, use ...0009. Also remember that an entitlement defines what the user is allowed to be licensed for; it doesn't by itself assign the permission set. Actual access is the intersection of the entitlement and permissions assigned to the delegated BC user. Microsoft assigns starting permissions from the relevant License Configuration when that delegated user first signs in, and changing that configuration later doesn't automatically update existing users. So I would add the ...0010 entitlement, confirm the GDAP user actually has the BC Administrator role, then check Users → Effective Permissions / License Configuration → Delegated BC Admin agent - Partner. There isn't an additional Marketplace prerequisite specifically for the delegated-role entitlement itself; Marketplace offer-plan licensing is a separate entitlement mechanism.

    Hi @YUN ZHU and @OussamaSabbouh,

thank you for your reviews. I'm pleased to confirm that we didn't have the right entitlement roles in place. We've added the BC admin and tested the app again this morning, and it worked as expected.

    Thanks again!

Hi, your objects look correct to me, the Ids match what Microsoft shows in the entitlement docs. So I don't think the code is the problem.

Two things to check. First, how do you test it? Entitlements from an extension only get evaluated when the app is installed from Marketplace with the transactable offer behind it (preview offer is fine). If you just published it to a sandbox as dev or PTE, nothing happens, entitlements are ignored there.

Second, there are four delegated roles, not two. With GDAP most partner users don't arrive as Admin agent anymore, they come in as Dynamics 365 Admin or BC Admin, that is Ids ending 009 and 010. If your test user has one of these roles, your two entitlements will never match. I'd add all four.

Also don't forget that the user still needs the permission set assigned in BC.

Glad to help - follow up if anything is unclear.

►  If this solved it, marking it verified helps others too.
