It is currently possible to reopen the a closed case via our portal. Currently users do not need to fill in the reason for reopening the case. I'd like this to be a requirement, is this possible?

I misunderstood.
A user can re-open the case on our portal aswell, without giving a valid reason.

This seems to be by design. It seems that only as an administrator does not need to fill in the reason.
