Created a HTML in ms crm . just want to access that HTML as a URL where I have to show advance find filter . I am not including this HTML into any form.
ISSUE: Unable to fire any onload or onchnage event. Unable able to load any JAVA script which is added in CRM.

When you create HTML webresource you will find an autogenerate URL over there for the html webresource. So are you browsing that URL right?
When you are browsing this URL separately without any form it will be treated as a normal HTML page content hosted inside CRM organization.
How you are writing your onload, on change method in the HTML page?
You should write your own html window onload, jquery onload, JavaScript on change code. Dynamics CRM does not have any OOB feature to attach on load event for HTML page when you are browsing separately.
