Hi,
Our organisation has an Office 365 Tenancy with some users; we want to setup a separate admin and different users to use Dynamics 365 services.
Can this be done with just Dynamics 365 licenses for those users or do we need to purchase Office 365 licenses for them also?
In short some users in the Tenancy only need Dynamics 365.

You don't need to purchase Office 365 licenses for them.
Users with just Dynamics 365 licenses can use Dynamics 365 services.
In addition, if you want to know more about the licenses, I would recommend you contact billing support.
