You could move the image from the web resource to the note entity and SSRS. This method works well for generating reports with dynamic company logos.

It is possible to include images in an SSRS Report. You can add images by uploading them to SSRS directly, or by retrieving images. Here is an example of someone displaying images from notes in an SSRS report.
