Can an inventory item be set up so commissions on this item go to a specific salesperson?

NO, the sales person is assigned at the Customer level. You may want to check out EthoTech Commissions. It may work for you, but not sure. Short of that, then it would wind up being a custom report and setting a User Defined Category on the Item.
