Management Reporter

Hello! I have been asked if it's possible for someone to have access to Management Reporter without having access to Great Plains, meaning they would not have a GP user login nor would the application be installed on their work PC. Is it possible to install and run the Management Reporter utility without installing Great Plains? We are running GP 2016. Thanks!
