I have implemented “in-app notifications“ in d365 CRM and it is working fine. Our problem is that we are receiving the notifications at irregular intervals like 15, 20, 36 seconds. Can this be reduced to 5 or max to max 10 seconds?

If you mean response time, I'm afraid that can't be changed.
What you can change is the display time:
