Quiet Times - Holding for quiet time

We have quiet times enabled on our emails within our journeys.  The issue is that it states that there are a number sitting in the /Holding for Quiet times/ when it is no longer a quiet time.
 
Why would that be?
 
And as a follow-up: If, during the quiet time, someone qualifies for an early exit, are they considered /stalled/ in that holding for quiet times or are they simply removed from the journey.  That is the only reason I can see so many sitting in the holding pattern when they are supposed to be sent.

    Hi,
     
    The quiet time applied to a journey follows the time zone set in the journey.
    Please check that the time zone of the journey is the same as the time zone you are in.
     
    In addition, if a customer exits early during the quiet time, that customer will not be considered /stalled/ in that holding for quiet times.

    Thank you for your response, however, I am certain that the time zones are correct but they are still there.
     
    As an example, the number below that is "holding for quiet time" is the same number that was there yesterday.
