Settle Transactions in Vendor Payments will not allow search by Amount

When I try to filter by amounts in vendor settlement I am getting no results.
 
No matter how I search for amounts, no amounts populate even though it's clear there should be a balance.  If I say I want to see everything less than $10k.  Nothing shows up.
