Work center group = 2 machines, how to setup BOM-lines so that correct consumption is made?

Hello all, 

Please bear with me here with an explanation on how I would want to setup a production order. 

Production is made in 2 different machines. 

1st machine is printing machine 
2nd machine is a carrierbag machine 

Todays setup:

2 different machines = 2 different work center groups

Item is made out of 2 different items, where 1st item is called

"Level1 - carrierbag" and this item has

BOM
- Paper from Rawmaterial 
- Paint

After this "Level1 - carrierbag" is ENDED in production (flushing principle = finite)

Then we go and produce it in 2nd workcenter group. This workcenter group will produce the final item that will be sold to customer and is called in item "Carrierbag"
This item "Carrierbag" has BOM:

-"Level1-carrierbag" (that was created in printing machine)
-Boxes 
-Stripes
-etc

As you can see this is very time consuming for us. We have to create two different items with different BOM-lines and we have to create two different production orders. 
What we would want to do is to have ONE production order that uses ONE workcentergroup where this workcentergroup has 2 machines and we would want to have ONE item "Carrierbag" 

But our problem is that we don't know how to set this up. 
If we have ONE item "Carrierbag" and have it in a workcentergroup that has two machines. 
This will mean that when the first machine is producing it will consume for example Paper from Rawmaterial (and that is OK). But we don't want the other machine to also consume Paper from Rawmaterial, but we would want it to consume the finished product from the first machine and additional Boxes, Stripes, Etc. 

Please help me with this problem. 
I have very limited knowledge with phrases so please if there is a solution explain it to me as if I was 5 years old.
