Can BP expense reports be used for Payables Management only and not Project Accounting?

Can I enter expense reports in Business Portal and create PM invoice directly without using Project Accounting?

    No you cannot out of the box, but you can get remote access to Dynamics GP window using business portal and fill the invoice directly in the system.
