We went with TrueCommerce as well and have been pretty happy. Implementation was a little slow but they keep the maps updated and issues are solved promptly.
Way cheaper than the other solutions we have used.

We went with True Commerce. It came down to price; they were half the price upfront and even less on a monthly basis. We have been generally pleased with the implementation. Some of the original integrations were a little tough with very explicit requests being needed, but once that was done everything has been pretty smooth and they are responsive. While I am not a personal fan, it is worth being aware that SPS is pretty much devouring the retail market (we are wholesale\distribution company) and looking at them would save quite a bit in testing fees (they charge between 500 and 750 to test if you don't use them).
