Idea is native for "community portal", but i have only a "self-service portal".
It's possible to enable idea functionality for my portal type? I want exactly the same...

I tried 2 ways: a) i copied all related with idea to use exactly the same layout/forms/button vote of idea etc. and b) edit all site lookups in exported xml (data migration tool) to "self-service customer" and imported in another instance.
Nothing...
Did you copy all the relevant webpages, entity forms, entity metadata, entity permissions etc.? There's quite a bit there, if you miss one of these elements it's not going to work.
But technically if you have all required records for Idea then then it should work. There are no dependencies there on environment.
