Registering Plugin step error

I had a Plugin registered with step that I updated. When updating it threw the below error. After failing to track the issue I created a new plugin and registered it. On trying to add a new step, I came up with the same issue. I have looked in the CRM server events logs and cannot see any issues. Can anyone assist in where I need to look to try and resolve this issue.
 
The plugin registers , the error occours when trying to register the step
