When any user creates a Purchase order, the budget check result does not work, but while creating the same purchase order by Admin user, the budget check result is working successfully.
so, anyone knows about this issue is related to Security or financial, and how to be resolved it.

If the users have the same role then try resetting the usage data for the user that has the problem to see if this resolves the issue.

for this scenario, I used the same Item and same vendor.
And I give this user role system administrator and this issue still displaying.
and I already checked the privilege and duty and roles, now I will try for another user.

You have to give us a bit more information on your user / role setup and your budget control configuration.
Are the purchase orders for the same vendors?
Are both of those subject to the budget control or do you have only a limited number of items/vendors or other findim combinations that are subject to budget control?
What about the 'other user'? what roles does he has assigned?
Would be great if you could provide some additional information.

Hi aaljamal,
Also please check if other users are selecting the same dimension combination in PO's or not based on the budgeting is activated. For example; you activated the budget plan based on MA+BU+DEP. But other users might be selecting any additional dimension along with that due to which budget is not validating.
You can refer to below screen shot. Though it is from D365 but process is same in 2012 version also.
