Is it possible to post some labor to an open quote?

we are a repair company we want to keep track of labor before issuing a quote so we know time consuming to evaluate a job to quote , then if the job is approved we would transfer this quote to a work order. So far I am able to post some labor at the Work order Open type not at the quote type. am I doing something wrong?
