Do you have an Active Directory? In this case, you can setup a GPO for block the execution of the Development Environment to some users.

SQL instead of trigger can be helpful.
Don't leave your partner license on their system, even if it is a pain to upload it every time you do work. And certainly don't give your license to them to do things with.

I sense some experience with discussions with Microsoft in your answer ;) However, I agree with the group. Although Microsoft might think the development environment is for developers only and they have SUPER rights anyway, it doesn't mean that the legally acquired license the developers have has all design rights they feel they need. Loading a partner license (however it was obtained) would be a workaround, leading to all kinds of issues. I am talking about in-house developers with a certain attitude, not about partners. If someone wants to prevent to load a different license by configuring the security settings accordingly, this won't work anymore. And this IS an issue, leaving a security/integrity hole in the setup. As a NAV partner I woud say "WTF?" and open a bug report.
Since you are MVP, you surely do know the right person to talk to about it, don't you? :)

Yes, the system type permissions are not working in NAV 2013 or to make it work are we need to any thing?
It seems system type permissions are not working in Development Environment after the redesign of client in NAV2013.
