Search rule complains about keyword special chars

When setting up/modifying a search rule, after clicking Continue MSE complains about "Rule isn't valid: Your rule contains keywords with special characters only. Please remove those keywords and save your rule again". It won't let you continue.

Only it doesn't include any keywords. In the above example, I took an existing rule that had been working fine for the last 2 weeks, and just removed a portion of the last keyword. 

Is this an "unhelpful error" that really means "we're having problems, ask again later" or "your quote is full" (which it isn't)?

Or is there actually some sort of hidden special char?

    The service is degraded..

    Current Status: Engineers are rebuilding the affected infrastructure component responsible for the service degradation. This process is estimated to take approximately ten hours. Thank you for your patience while we work to get this resolved.

    I tried both Safari (Mac) and Edge (Win10). Same error both times.

    I have the same problem. I tried to save a few new rules, using Chrome and Edge. None of them where save due to the same error message. The keywords where really simple, in the end I used just 1 Word - same result.
