We've tried installing the File Transfer Manager 5.0(build 0032) and using developer tools (F12) to run IE in different version modes. We've also downgraded to IE9 but, the link is not working properly.

Yes, I had opened a case with Voice. The download finally started working after about 5 hours.
I really wish that Microsoft could have posted a simple download link rather than force everyone to use the FTM. We were able to download the other year-end updates for other versions without a problem. It was just the 2010 year-end download that wasn't working. We tried with multiple user accounts and at least 15 different computers/servers/tablet with various versions of IE, 4 different Internet providers, FTM and even tried to use windows 10. Once it started working it worked for many of the scenarios we were trying. So, it was definitely an issue with the download page not working properly!
We were finally able to download the Year-End Update after trying for 5 hours it finally just started working. We would really appreciate a simple download link instead of the FTM.
For clarity we used multiple user accounts and 15 different computers, versions of IE, and Internet connections. So, it was definitely a problem with the download page and not on our side! once, the download started working we could download it from multiple locations.
