GP utilities Launch issue

after installing GP2010 I am trying to launch utilities to upgrade from 9.0.388 but utilities do not launch. I see brief hour glass flashin but after that nothing happens. Any Help is appreciated.

Server 2003 R2 STD .. upgrading from 9.0.388 to GP2010 .1677

    You've probably already restarted the machine a few times :), I don't know if this will do any good, but have you tried to 'run as administrator'?

    The last few times I read about similar issues they were caused by Symantec Endpoint Protection.  Do you have that running on the server by any chance?
