I'm wanting to create a new Lookup field in the Employee entity, but for the "Target Record Type" I need to be able to choose my specific list of options for the Lookup field, but I have to create the "Target Record Type" first I think.
I want to create the field "Team" and have it be a Lookup field that has a drop down list of several choices. I need to create the list of choices so that it shows up in the drop down list for the field "Team".

If i understood correct you want to create a lookup field which will show view of your choice and you want user to select accordingly.
Target Record Type is nothing but an entity. So, let say if you want to create a lookup of Team entity, then you will able to see team lookup view and user can select appropriate team from view. However, if you don't want to use team. then you can create your custom entity and can create your view to be shown in Lookup view.
