Workflow Issue with condition

I would like to create a single ribbon workbench ribbon button to set an opportunity to on hold or in progress.

I created a workflow thinking I could have the button kick off the workflow.

I want two separate actions to potentially occur.

Button pressed > If Record is not on hold, put it on hold.  If it is on hold set it to in progress.

I created a workflow shown below with two conditions.  However, right now it always is doing both conditions because it comes in sets record to in progress, so then the other condition thinks it is in progress and puts it back to on hold. So it always gets put on hold?

Can I only do one condition that can logically do this or that?
