We are using CRM on premise. For few of the new users from one of the department, We want to add the view access to each user from the this department, view access to only Certain required contacts out of all the available on our system.
How can we achieve this. At present all the contacts accessible across all the department users available in our system including this new department users.

Yes we will create a new business unit. Even though the required departments users are part of this. For each user, We should give access to the requested contacts only to which respective user deals with.

The way that I would handle this requirement would be to create a column on the Contact table that could be used to filter the view, thus giving you and the organization the ability to "flag" specific Contacts to display in a new view. In this new view, I would only give the access to the new users and remove them from the other views so they can't access all of the Contacts.
You may be able to leverage what Dynamics called "access teams", which creates a team on a specific record and any of the users who are added to that team can gain access to the record itself. Although all of the Contacts are available in the system, this should allow you to limit which Contacts the new users can see. I personally do not like access teams as they provide too much overhead and have many limitations.
The only other configuration-first approach I can see working would be to create a separate Business Unit for the new users, for example, Onboarding. You would assign the new users to the Onboarding BU, and you would also assign the Contacts you only want them to access to the new Business Unit as well. The downside of this would be that the Contacts would then potentially be inaccessible by all of the other users because it would exist in a different Business Unit.
The other option, if you are on the latest CRM version for on-premise, is you could create a separate app for the new users and give them only access to that app. The benefit of this is you could then choose which view(s), forms, tables, etc. you want them to access, and using something like the first paragraph above with the app would be the best approach.
