What is the purpose of field POP10100.TXSCHSRC. Our database contain value 3 in this field for all inventory items purchased from vendors.

That would mean "Tax Engine Called". According to Dynamics GP SDK, you should be setting it always to true.
I'd recommend to install Dynamics GP SDK from your GP installation medium. You can find this inside the following path:
<GP Installation Medium/Folder> -> Tools -> SDK -> Dynamics GP
TXSCHSRC means Tax Schedule Source. Value 3 denotes that the tax schedule ID source is vendor master.
Following is the legend:
0 - Drop Ship
1 - Company
2 - Single Tax Schedule ID Setup
3 - Vendor Master
