How to set security so end users cannot edit business process flow

How do I set the security so end users cannot edit a business process flow?  We went live this weekend and were transitioning data from the old opportunity form to the new opportunity form today.  As sys admin, I was pretty alarmed to see an end user click on the Process button on the ribbon, Edit process, and open up the business process flow!!  I tried removing 'Create' from their role for the Business Process Flow, but then they weren't able to apply the bpf to an opportunity.  Help!!

This is what the end user sees and how the security on the bpf is currently set.....

    Hi Barbara,

    Try removing the access to "Activate Business Process Flows" under Miscellaneous section of Customization tab.
