Our customer uses NAV 2016 and needs to communicate (EDI) with a customer using the X400 protocol.
What's the best way to realize this? Converter software, using a partner for data transfer or ?????

I would like to develop it in NAV 2016 myself, but since the X400 protocol is very old I can't find the requirements/specifications needed for the development!
X.400 protocol is old and a heavy one, however I do not see a reason why it cannot be developed in NAV 2016 itself. Just make a development for transferring information using this protocol.
Another option is to automatically convert X.400 data into more convenient format using some on-line or off-line tools (you can google for those), so that in total the development in NAV would be less expensive.
I would personally go for the first option as I think you would not gain significant benefit.
