GP 2016 Web Client UI missing icons

We've got a GP2016 test deployment that is missing icons on all the screens.

For example, I expect to see the open window search icon, the hamburger menu icon, the ellipses, etc.  none of those items are on the ie 11 windows. 

I also notice the help icon is missing.

I am able to move the mouse to where the icons SHOULD be, and the standard cursor changes to a pointer so I know there is something there, but I can't see it.  I can click the invisible icon and the appropriate behavior happens.

I have cleared internet cache and deleted temp files but still no icons.

Also -- just to confirm -- the GP2016 Web Client does not have the option to use Toolbars.

Filters for version and category are incorrect below as there is no GP2016 or Web Client available to select.

    Ken, I can say for sure it was the cache refresh, meaning, you had to clear history.

    Mariano--  I verified the Static Content was selected on the server (it already was).  However, I went ahead and edited the local workstation (Windows 10) to select Static Content also.  Then I cleared local and server Cache and logged into the GP2016 Web Client again.    This time the missing icons WERE visible.  I'm not sure if it was the local Static Content setting, or the cache refresh, or just that they decided to show up, but the page is displaying as expected now.   thanks for your input!

    Ensure that you have Static Content under Common HTTP Features for your World Wide Web Services under Internet Information Services. In Windows 10, go to Programs & Features and click on Turn Windows Features On or Off. If running Windows Server 2012 or greater, open Server Manager and click on Manage to select Add Roles and Features. Locate the  Web Server (IIS) role, once you've cleared a few of the initial dialogs, in the Server Roles dialog. Click next a few times to get to the Select role services dialog, and choose Static Content under Common HTTP Features under Web Server.
