Closing PO Lines and PO does not Liquidate the Encumbrance

The user needs to close a PO that still has an outstanding amount after a partial shipment/invoice was processed. When she closed the PO line and the PO (GP 2015) the Encumbrance does not liquidate. This worked before the upgrade. She also tried canceling the remaining QTY, which would still give a PO balance since the actual unit price was higher than the original, and it did not allow her to because the amount was encumbered. Why would the remaining balance not liquidate when the PO and line is closed?

     have you received an answer to this question.

    We are on GP 2016 R2 and notice that PO lines that are cancelled are still showing encumbrance balances. Do you know how the encumbrance is liquidated?
