A note first: Microsoft's public docs don't describe this exact case (dual use plus ISV objects), so the draft stays hedged on the procedure.
Hi, the license from the Microsoft 365 or Partner Center download is always the plain one, standard objects plus the custom range 50,000 to 99,999. ISV ranges never come in that way, so downloading again won't change anything.
ISV objects are added the old way, through PartnerSource Business Center. When the CSP subscription was activated, a customer account should be created there for the dual use rights. On that account the ISV, not you and not the customer, assigns his registered module with its object range, same as for a normal on-prem customer. After that the license must be downloaded from PSBC or CustomerSource, that file carries both parts. So the question for the ISV is simple, is the localization registered as a module in PSBC, and can they add it to this customer account. An ISV who sells only SaaS sometimes never did that registration, then nothing can be added.
If the customer account doesn't show up in PSBC, or the ISV can't attach the module, the channel is the Microsoft regional operations center, through a PSBC support request, not the normal technical support.
One workaround to check meanwhile, if the ISV objects are inside 50,000 to 99,999 your license runs them already. Usually they are not though.
Glad to help - follow up if anything is unclear.
