We are running GP2010 on SQL2005 on a Window2003 server. I installed Management Reporter 2012 RTM the only version that Microsoft said would work, and it did. But I don't see the Migration options on the launch screen that I saw on the later versions. Is there and FRX migration wizard on the oldest version of MR2012 and if there is, where is it hiding?

I see... I'm like Harry and keep all the installation files back to GP 10.0... I still have MR v2.0 if you need :-)..
The migration wizard came actually with the FP1 of MR 2012 (Feature Pack 1), which has the build version 1028 of MR 2012. In this package the sub-folder 'migration' was added to the setup file (as Harry mentioned).
I'd truly encourage you to upgrade your GP / MR configuration as soon as you can, as a lot of functionality has been added since then (FP1 is dated April 27, 2012).

thank you very much. my problem is we're using such an old version of gp2010 running on windows 2003 and sql2005 the only version MR version that will install is RTM and that one didn't come with an option to install the Migration Wizard.

MR 2012 comes with a migration wizard with each 'major' update... The latest release of the FRx Migration User Guide is located here from April 23, 2015 :

the file is called MRforDynERPMigrfromFRxGuide_ENUS.pdf
The utility is part of the Setup.exe in MR 2012 (select the Migration Wizard).
I am a bit of a pack-rat, and found the oldest version of Management Reporter I installed, which may or may not have been 2012RTM. I browsed the folder structure, and found the following location. Try looking there:
Management Reporter\32bit\2012installFiles\pkg\migration
