Subcontract scope of work to internal team - Best way to address this

We have multiple teams inside our business that have external services they provide.  Most common is our Demand Service team and our Construction Team.  When our construction team sets up a project and then we ask our service team to perform some of the work, we are currently creating a sub-project for our service team.  This is causing multiple issues.  The budget is on our construction project which drives revenue as cost is incurred.  Our service team is charging cost to the sub-project and out service team is billings = revenue.  This causes us to double up on revenue if we don't do extra work of budget shifts or cost shifts.

We bill the external customer at the construction level, there is no billing going out from the service sub-project.  This causes our billings to be greater than revenue on our construction project and because service has to do a fee journal to get their revenue it is creating AR that shouldn't be there.  

We don't do an internal billing (from service to construction) like we used to in SL.  

I am questioning our setup and wonder if there is a better way.  Does anyone else have experience with internal scope share and the best way to do it?

Having different company entities so we can "bill" each other crossed my mind but I think there are draw backs to that since we roll our financials up together as a whole.
