User receiving the PO link for a PO approval clicks on the link to approve and a box appears asking them to 'Choose the program you want to open this file: Adobe Reader is there and that is what is chosen. BUT - nothing happens. Does the end user have to have something installed on their PC?

If not, I'm curious to what you mean by "user receiving the PO link for a PO approval clicks on the link to approve"?
If you're referring to a user attempting to approve a workflow for Workflow 2.0 functionality in Dynamics GP 2013 R2 or more recent, are they trying to approve in the Dynamics GP application itself or the approval email sent to them letting them know a workflow is pending their approval?
I'm not familiar with anything with the Workflow 2.0 functionality that uses Adobe Reader, so I'm wondering if this is not related to Workflow but more some type of report that is trying to run or a PDF file?
