In active reports use Detailed Sales Report and filter Date sold, set the dates that interest you and negate the expression. Create the report and untick the columns that don't interest you. get the Department and Category columns as number 1 and 2. In the Select Column to Group set as 2 columns.
You will have all items not sold.

Not HQ but for Store a last sold report
i think the HQ last sold is broken , you can search forum for an update SQL, else you need to use Stores last sold values.
