Security role needed to create personal/individual templates only

Is it possible to configure a security role so that a user can only create personal/individual email templates? Based on my testing, "user" level create permission for Email Template entity enables user to create email templates that are automatically available to organization. The user has to "revert to personal template" so that it is not available to organization. Note: This is on CRM 2015 Update 1 on-premises.
