Page customization (design) crashing

Hi to all experts.

Just upgraded a database from NAV2017 to BusinessCentral Spring'19 (version 14) and faced the issue with page customization (design) in web client. It crashes web client with some interesting message in event viewer pointing out to version 0.0 of application (below).

As for now I was able to find only one article describing the same error (exactly with version 0.0) which pointed me to generatesymbolreference command which I successfully executed for the database (followed by instance and IIS restart) but still have the issue in place. Have a feeling we could miss some specific step during the database upgrade.

Does anyone have a clue what is missed?

Message from event viewer:

Could not find target of extension objects during compilation. Make sure that system symbols are published.
A package with publisher 'Microsoft', name 'Application', and a version compatible with '0.0' could not be loaded. Symbols for the requested app Application by Microsoft 0.0 could not be found in the database

    Hi Marco.

    Thanks for suggestion. Still have a feeling this is something different as in the post (same as in many other similar posts I've found so far) particular version is mentioned (11.0.0.0 in your case) while we have 0.0 version in error message.

    Well, we missed to enable Symbol Loading at startup for the BC instance and publishing of system symbols.

    Resolved.

    Thank you for sharing final solution  with the community. To share the details of final solution, this key should be set to true (it is false by default) in the customsettings.config file:

     <add key="EnableSymbolLoadingAtServerStartup" value="true" />

    Thanks.
